At its April 27 Regular Monthly Meeting, the GCISD Board of Trustees approved the recommendations of Carla Wiesman Settle as Chief Financial Officer and Billy Skinner as Executive Director of Athletics.
Settle is the current CFO in Carrollton-Farmers Branch ISD and has additional CFO experience in Cedar Hill ISD. She also served as the Executive Director of Finance in CHISD and as Finance Director in Grand Prairie ISD. Prior to her work in public school finance, Settle held leadership positions in finance for University of North Texas System, Church of St. Michael, Texas Tech University System and Roman Catholic Diocese of Lubbock.
”Carla brings a depth of financial expertise and leadership that will serve GCISD extremely well,” Interim Superintendent Rick DeMasters said. “We had a highly competitive applicant pool, and Carla emerged as the unanimous choice of the selection committee. Her proven commitment to transparency, strategic planning, and fiscal stewardship aligns perfectly with our priorities, and we are excited to welcome her to the GCISD family.”
A leader in her field, she has served on the Texas School Health Benefit Plan Board of Directors, is a Texas Association of School Business Officials (TASBO) instructor and was a 2023 recipient of the TASBO Rise Award.
“I’m excited to step into this role and build on the excellent financial groundwork GCISD’s leadership has established,” Settle shared. “I’m ready to bring fresh energy and a proven commitment to transparency and accountability to this work, and I look forward to making a meaningful impact for students and taxpayers alike.”
Settle has a Bachelor of Business Administration in Accounting from Texas Tech University and is a Registered Texas School Business Administrator (RTSBA), the highest certification level offered by TASBO.
Skinner comes to GCISD from Arlington ISD, where he has served as the Athletic Coordinator and Head Football Coach at Lamar High School since 2021. He held the same role at Irving MacArthur High School and also has previous experience as a varsity secondary coach, varsity special teams coach and defensive coordinator.
“Billy is an outstanding leader who understands the important role athletics play in developing the whole child,” DeMasters said. “From a strong pool of candidates, he was the unanimous selection of the committee, reflecting both his leadership experience and his ability to build meaningful relationships. We are excited about the energy and vision he will bring to our athletic programs and community.”
A proven leader in program growth and community engagement, Skinner brings a dynamic approach to the team and looks forward to building relationships in the GCISD community.
“Words cannot express how honored and humbled I am about the opportunity to serve the coaches, students, and families of GCISD,” Skinner said. “I’m fired up to join the team!”
Skinner earned his Bachelor of Science in Health from Sam Houston State University and is an AVID certified teacher with more than a decade of experience in AVID demonstration schools.
Settle will join the district this summer and Skinner will begin his new role in May.
