Resident Grandparent Student Transfer Request Policy

Grapevine-Colleyville ISD is a limited open-enrollment district. A nonresident student in grades K - 12 living outside the boundaries of GCISD, but who has a grandparent that resides in the GCISD attendance zone is permitted to submit an application through the student transfer request process to attend GCISD schools or designated District programs.

A. Transfer Information
Based on FDB(LOCAL), the district transfer committee will verify that all student transfer requests meet the stated criteria before moving forward, and will consider the following for a nonresident student whose grandparent resides within GCISD boundaries, the criteria is:
     • Available capacity in the requested school
     • Availability of instructional staff
     • The transfer student’s attendance is in good standing 
     • The transfer student’s behavior is in good standing
     • The transfer student’s academic records
     • The transfer student has passed all state-mandated assessments (such as STAAR)
     • Grandparents proof of residency (2 forms)
     • An approved transfer for one child does not guarantee space availability for current or future siblings.

Required documents to complete the Nonresident Student Transfer

• Grandparents Proof of Residency (2 forms): a current property tax statement, current signed lease/rental agreement or deed of sale, and current utility bill (electric, gas or water).
• Also required: (If not currently attending GCISD) a recent grade report card verifying attendance and behavior and the most recent state assessment performance (STAAR).
• The District Transfer Committee will review all documents and application requests. If required documents are not attached or accurate, the transfer request will be considered incomplete and not entered into the request pool.

B. Campus Assignments

Assignments are based on capacity determined by the District Transfer Committee. For the purpose of determining the assignment of transfer students, space shall be considered available when a campus has enrolled less than 90 percent of its enrollment projection for the coming school year.

Applications for nonresident transfers are considered by student and not by family. Upon approval, the student is allowed one transfer per school year. Approved transfers remain in effect until the student completes the grade levels at the campus unless the transfer is revoked as per Board Policy FDA(LOCAL). For each transitional year, the student must apply for a new transfer request.

Email notifications of placement will be sent out as students are placed. Please keep in mind that some notifications may not be sent until the week before the school year begins.

C. Transportation

Parents of transfer students, shall provide transportation to and from school. Eligibility for transportation services is waived by the parent/guardian upon acceptance of the transfer.

D. University Interscholastic League (UIL) Eligibility

Any student, who transfers to a school outside of the student's residence attendance zone, will be subject to all eligibility rules of the University Interscholastic League (UIL) as well as those that may be adopted by the GCISD Board of Trustees. It is the responsibility of the parent/guardian to contact the GCISD Executive Director of Athletics for information about a student’s eligibility or lack thereof because of a transfer.

E. Revocation of Transfer

A transfer student who fails to abide by the rules and policies as contained in the GCISD Student-Parent Handbook and Student Code of Conduct, exhibits poor academic performance, has multiple behavioral referrals, has repeated incidences of tardies, or exhibits poor attendance may have his or her transfer revoked by the campus principal.
