Non-Resident Student Transfer Request Policy
Grapevine-Colleyville ISD is a limited open-enrollment district. A nonresident student in grades K - 12 living within the boundaries of the cities of Grapevine or Colleyville, but outside the boundaries of GCISD, may be permitted to apply to attend designated schools or designated district programs. A parent or legal guardian of a nonresident student who lives within the boundaries of the cities of Grapevine or Colleyville may request a transfer from his or her home district to a GCISD school or program. The criteria used in considering each transfer application is found in Administration Regulations – S – Student Transfer Request.
For nonresident, limited open-enrollment students who reside within the cities of Grapevine or Colleyville:
- Available capacity in the requested school
- Availability of Instructional staff
- The transfer student’s attendance is in good standing
- The transfer student’s behavior is in good standing
- The transfer student’s grades are in good standing
- The transfer student has passed all state-mandated assessments (such as STAAR)
Applications for nonresident transfers are considered by student and not by family. Upon approval, the student is allowed one transfer per school year. Approved transfers remain in effect until the student completes the grade levels at the campus unless the transfer is revoked as per Board Policy FDA(LOCAL). For each transitional year the student must apply for a new transfer request. An approved transfer for one child does not guarantee space availability for current or future siblings.
A. Required documents to complete the Non-Resident Student Transfer
Two Proofs of Residency: a current property tax statement, current signed lease/rental agreement or deed of sale, and current utility bill (electric, gas or water). Also required: (If not currently attending GCISD) a recent grade report card verifying attendance and behavior and a most recent state assessment performance (STAAR).
The District Transfer Committee will review all documents and application request. If required documents are not attached or accurate, the transfer request will be considered incomplete and not entered into the application pool.
Email notifications of placement will be sent as students are placed. Please keep in mind that some notifications may not be sent until the week before the school year begins.
B. Transportation
The parent will provide transportation for transfer students. Any right to free transportation offered by the District is waived.
C. University Interscholastic League (UIL) Eligibility
Any student who transfers to a school outside of the student's attendance area of residence will be subject to all eligibility rules of the University Interscholastic League (UIL) as well as those that may be adopted by the GCISD Board of Trustees. It is the responsibility of the parent/guardian to contact the GCISD Executive Director of Athletics for more information.
D. Revocation of Transfer
A transfer student who fails to abide by the rules and policies as contained in the GCISD Student-Parent Handbook exhibits poor academic performance, has multiple behavioral referrals, has repeated incidences of tardies, or exhibits poor attendance may have his or her transfer revoked by the campus principal.
E. Approved Zones
If approved as a non-resident transfer (students living within the boundaries of the cities of Grapevine or Colleyville, but outside the boundaries of GCISD), students are zoned within GCISD to Bransford ES, Colleyville MS, and Grapevine HS. In the event that Bransford ES has reached capacity then Colleyville ES will be the next consideration.
F. Campus Assignments
Assignments outside of the approved zones are based on capacity determined by the District Transfer Committee. For the purpose of determining the assignment of transfer students, space shall be considered available when a campus has enrolled less than 90 percent of its enrollment projection for the coming school year.
